Diesel Trucks Meeting National III and Below Emission Standards Banned from Entering the Entire Central Urban Area from November 1

On October 17, the Municipal Ecology and Environment Bureau, the Municipal Public Security Bureau, and the Municipal Transportation Commission jointly issued the "Notice on Optimizing and Adjusting the Restriction Measures for High-Emission Diesel Trucks" (hereinafter referred to as the "Notice"). From November 1, Chongqing will optimize and adjust the restriction measures for high-emission diesel trucks in the central urban area to effectively control traffic pollution and further improve air quality.  

The "Notice" stipulates that starting November 1, diesel trucks that meet National III and below emission standards are prohibited from entering the entire central urban area 24 hours a day (excluding the Ring Expressway G5001 and highways connected beyond it).  

From July 1, 2026, diesel trucks that meet National IV emission standards will be prohibited from entering the entire central urban area from 7:00 to 22:00 every day (excluding the Ring Expressway G5001 and highways connected beyond it). In addition, National IV diesel trucks will be prohibited from entering the inner ring expressway and areas within it 24 hours a day.  

Military vehicles, police cars, fire trucks, engineering rescue vehicles, and vehicles dedicated to China Post are not subject to these restrictions.  

A relevant official from the Municipal Ecology and Environment Bureau explained that vehicle owners can check their vehicle emission standards through the motor vehicle factory certificate or by logging in to the Motor Vehicle Emission Monitoring Center website of the Ministry of Ecology and Environment (info.vecc.org.cn/ve/index). They can also visit the Public Information Website of the Municipal Public Security Bureau to check the announcement of restricted vehicles. In addition, the Public Security Bureau will send this restriction-related information to owners of high-emission diesel trucks registered in Chongqing.  

At the same time, diesel truck owners are encouraged to actively use the city’s existing subsidies for vehicle replacement and scrapping. Subsidy funds are managed under the principle of "total control, first-come, first-served." Currently, there are remaining funds for scrapping and replacing non-commercial diesel trucks.
